How to find a prospect's email in the US: 10 tools and the CAN-SPAM rules
Ten tools to find or verify a prospect's business email for outreach in the US, with prices checked on October 28, 2026 on the official pages. Before the tools: what the CAN-SPAM Act requires in every email, how California's privacy law treats work contacts, and how this differs from the consent rules in France.
What CAN-SPAM requires before you hit send
The FTC compliance guide to the CAN-SPAM Act says the law covers all commercial email, not just bulk email, and makes no exception for business-to-business email. A cold email that promotes your product or service to a prospect is a commercial message.
The guide lists the main requirements:
- Header information (From, To, Reply-To and routing) must be accurate and identify the person or business that sent the message.
- The subject line must reflect the content of the message.
- You must disclose clearly that the message is an advertisement. The law gives you a lot of leeway in how you do it.
- The message must include your valid physical postal address. A street address, a P.O. box registered with the U.S. Postal Service or a registered private mailbox all work.
- The message must explain clearly how to opt out of future marketing email from you, with a return email address or another easy Internet-based way to do it.
- You must honor an opt-out within 10 business days, and your opt-out mechanism must keep working for at least 30 days after you send. You cannot charge a fee or ask for more than an email address to process it.
- Once someone has opted out, you cannot sell or transfer their address.
The list of requirements does not include asking for permission before the first email. The law gives recipients the right to have you stop emailing them. If you hire an agency or a tool to send for you, you stay legally responsible, and both the company promoted in the message and the company that sends it can be held liable.
Each separate email that violates the law can lead to penalties of up to $53,088. The guide also lists aggravated violations that can lead to criminal penalties. One of them is harvesting email addresses or generating them through a dictionary attack, which the FTC describes as sending email to addresses made up of random letters and numbers in the hope of reaching valid ones. The email finders below start from a real person and a real company, and most verify the address before you use it.
State privacy laws: California first
State privacy laws apply to the personal data in your prospect list, in addition to CAN-SPAM. The California Attorney General's CCPA page (updated August 28, 2026) says the CCPA applies to for-profit businesses that do business in California and meet one of three thresholds: gross annual revenue over $25 million, buying, selling or sharing the personal information of 100,000 or more California residents or households, or earning 50% or more of annual revenue from selling California residents' personal information.
The exemption for personal information reflecting business-to-business transactions expired on December 31, 2022. Since then, a California prospect whose work email sits in your CRM can, if your business is covered, ask to know what you hold about them, ask you to delete it, correct it, and opt out of its sale or sharing.
California also regulates data brokers. Under the Delete Act, since August 1, 2026, registered data brokers must check the state's Delete Request and Opt-out Platform (DROP) at least once every 45 days and process consumer deletion requests, according to the California Privacy Protection Agency. Apollo, in this list, describes itself as a registered business-to-business data broker. A contact you found last year may disappear from a database after such a request.
Not every state treats work contacts this way. Virginia's privacy law, for example, defines a consumer as a resident acting only in an individual or household context and excludes a person acting in a commercial or employment context (Va. Code Β§ 59.1-575). Check the law of the state where your prospects live, and ask a lawyer if your volumes are large.
How this differs from GDPR and the CNIL in France
In the US, the default for B2B email is opt-out: you can send a first compliant email, and you must stop when asked. In France, the CNIL page on email marketing sets prior consent as the general rule for consumers. For professionals, prospecting can rely on the sender's legitimate interest when the message relates to the person's job, and the person must have been informed and be able to object. On October 16, 2026, the CNIL also published a guidance sheet on reconstructing work email addresses (guessing firstname.lastname@company) The CNIL asks the sender to check, case by case, whether the person could reasonably expect their work address to be reconstructed. If you prospect in France, our French guide covers those rules and the European tools.
How this list is made
We kept ten tools whose official website offers finding or verifying business email addresses and that suit prospecting in the US. Prices were checked on October 28, 2026 on the official pricing pages and are shown in US dollars, as the pages display them. We have not tested these tools. In each section, the order follows our provisional ranking for the Prospecting messages use case, then alphabetical order. None of these ten tools has an affiliate link with us.

Hunter is fourth in our Prospecting messages use case, and our pick for a zero budget. Its Email Finder first looks for a match among email addresses found publicly on the web. If there is none, it considers the likely permutations of the person's name on the company domain, then runs an email verification on the result. The publisher is Hunter Web Services, Inc., registered with the Oregon Secretary of State, and its privacy policy says its servers are located in Belgium. The free plan gives 50 credits per month, used for the Email Finder, the Email Verifier and Domain Search. Starter costs $49 per month, or $34 per month billed yearly with 24,000 credits per year, and lets you connect 3 email accounts to send sequences. Hunter also works in bulk, in Google Sheets and through an API.

Anymail Finder is published by AMF Internet Services Limited, a company registered in England and Wales. It verifies every address in real time against the recipient's mail server, charges only when it finds a verified email, and credits back a verified email that bounces. You can search by name and domain or company, by LinkedIn URL, or find a decision maker by role and domain, which costs 2 credits. Checking an address you got elsewhere costs 0.2 credits. Plans start at $29 per month for 400 credits, or $228 per year for 4,800 credits, with a 7-day trial and 100 credits.

Findymail says it looks up each email live instead of pulling it from a stored database, and guarantees a bounce rate under 5%, or a refund. Its plans do not count credits: Individual costs $99 per month for 1 seat, Team $399 for 5 seats, and Scale $999 for 20 seats. A free account gives 10 credits to test it, with no credit card. Its phone finder is available only outside the EU. The site says the service is hosted in the EU. We did not find the publisher's country on the pages we read.
- Price: 50 free credits; Valet $49/month ($39 billed annually); Butler $99 ($79); Advisor $249 ($199); Counselor $499 ($399) [Source, 2026-10-28]

Voila Norbert finds an address from a first name, a last name and the company domain, and its bulk finder takes a CSV file. It counts only successful finds, so a search with no result costs nothing. Creating an account gives 50 free credits. The Valet plan costs $49 per month, or $39 billed yearly, for up to 1,000 leads per month, with unlimited team members and bulk and API use included. The publisher is VoilaNorbert, LLC, and its terms are governed by Texas law.
B2B contact databases
These six tools give you access to a database of business contacts with search filters, so you can find prospects by job title, industry or location before you have names. Several also offer a Chrome extension. Section 8.2 of the LinkedIn User Agreement forbids using software, browser plugins or add-ons to scrape or copy profiles and other data from LinkedIn. LinkedIn's help page on prohibited software and extensions adds that members who use such tools risk having their accounts restricted or shut down. We rate Apollo and Lusha as grey area for this reason. If you use them, search in their database or from your CRM, not on LinkedIn profiles.

ZoomInfo is headquartered in Vancouver, Washington, and says it covers 500 million contacts and 100 million companies. Its pricing page shows no public price: it offers custom packages based on your B2B data use cases and needs, and a free trial. It is the option to compare when a sales team needs a large database and is ready for a sales call.
Verify a list you already have
If you already have addresses, verify them before you send. Hunter's credits also cover its Email Verifier, Anymail Finder charges 0.2 credits per check, and Findymail has its own Email Verifier. Keep a suppression list of everyone who opted out, because CAN-SPAM gives you 10 business days to honor a request, and load it into every tool that sends for you. UpLead's Plus plan accepts suppression list uploads.
Which tool for which case
- A few addresses a month for free: Hunter (50 credits per month), Prospeo (100 credits per month) or Lusha (40 credits per month).
- Pay only for results: Anymail Finder (charged only for verified emails) or Voila Norbert (only successful finds count).
- A fixed monthly price without counting credits: Findymail, from $99 per month.
- Prospects to find by job title or industry, without names: a database such as Apollo, Lusha, RocketReach or UpLead, or Anymail Finder's decision maker search.
- A large sales team that wants a custom package: ZoomInfo.
Not in this list
Snov.io finds and verifies emails, but its pricing page lists "LinkedIn automation" among its outreach features. We left it out until we review it against LinkedIn's rules. lemlist is first in our Prospecting messages use case, but it is a multichannel campaign platform and its automated LinkedIn steps put it in the grey area. Seamless.AI is also in the grey area in our data and its prices are not verified. European tools such as Dropcontact, Icypeas and Kaspr are covered in our French guide.

FAQ
Is cold email to businesses legal in the US?
Yes, if each email follows the CAN-SPAM Act. The FTC guide says the law makes no exception for business-to-business email. Your header information must be accurate, your subject line must not be deceptive, the message must be identified as an ad, it must include your valid postal address and a clear way to opt out, and you must honor opt-outs within 10 business days. Each email that violates the law can lead to penalties of up to $53,088.
Do I need a prospect's consent before the first email?
CAN-SPAM does not list prior consent among its requirements. It gives recipients the right to have you stop emailing them. State privacy laws can still apply to the data you keep: in California, the CCPA's exemption for business-to-business data expired on December 31, 2022, so covered businesses must honor requests from California prospects to know, delete or correct their data. In France, the rules are different and are explained in our French guide.
Which tool can find a business email for free?
Several tools have a free tier: Hunter gives 50 credits per month, Prospeo 100 credits per month, Lusha 40 credits per month, Apollo 900 credits per seat per year, RocketReach 5 lookups, Findymail 10 credits and Voila Norbert 50 credits when you create an account. Prices and quotas were checked on October 28, 2026.
Can I use an email finder extension on LinkedIn profiles?
LinkedIn's User Agreement forbids software, browser plugins and add-ons that scrape or copy profiles, and its help center says accounts using such tools risk being restricted or shut down. Search in the tool's own database or start from your CRM instead.
